Why is it that some nations tolerate terrorism?

I mean; when i look into this matter, the movements which promote and elevate the methods of terror are given the right to function as organizations in some nations, why?
Answer;
I believe that in this case; most of the nations that tolerate terrorism over look the seriousness of this matter. When the terrorists plant bombs to destroy innocent people, most of the people (young children, human beings and youth) that die in this evil event of bomb explosions, are also some of our future leaders that were supposed to become the motivators of good that our nations needs.
Terrorism is an organized system that aims at destroying of the people that will motivate good and bring peace to humanity.
The ultimate purpose of terrorism.
Behind the evil acts of terrorism, there is a hidden face of evil dictatorship and evil leadership which uses the terrorists to expand their influence of terror over the people that they want to rule over.
The political leaders can easily become seduced by the enticing ideologies of terrorism. And as they go in alliance with these terrorists groups, they forget that; terrorism is there to destroy every good that is in their nation, so that the system of dictatorship may take the upper hand.
The second world war was an example of the organized system of terrorism, which used it’s enticing techniques of propaganda, so that it may expand it’s authority over the entire world.
