A servant is a person one that serves others a public servant;
especially : one that performs duties about the person or home of a master or personal employer.
A person employed in the service of a government,”A government servant”.
A devoted, faithful and helpful follower or supporter.

On a spiritual and psychological level:
A faithful servant’s character will mysteriously begin to faithfully serve the spiritual vision (motive, desires, idealogy, goals, aim, written & unwritten laws) of his master, teacher, leadership or government.
Through the risks that one takes, the sacrifices, the faithfulness, investiments and services that a person gives towards the vision of his teacher or leader, that is what exposes the potential of his/her inner abilities as a leader or service provider.
Servanthood reaching the status of public service:
From the status of servant we get the organised services in a society known as “public service“.
Public services which are given to the public, aim at sharing the responsibility of taking care and being sensitive to the needs of a community through the effort of serving, which is done by the organised institutions in a society.
Institutions like: Schools, Television companies, hospitals, Radio stations, are some of the instituted bodies in a society which are there to provide public services that are adjusted (not fixed but flexible, in some areas even free services are provided), according to the economical status of a region.
This is why rich folks in Europe, during the early stages of Europe’s and USA’s development, were obligated to pay more tax, compared to those that are not so rich.
Salary income or amount were measured according to the capacity of someone’s responsibilities, profession and qualification.
A servant is a person who uses his status to show or be an example, but at the same time, a servant can use his services as means to do business.
Services provided by servants via public service are strategically given their economical status according to the needs of a region.
For example:
Risk zones (regions which are plagued by poverty, and immoral behaviours of lack of knowledge) may be given more attention through public service, even doctors may work or give free services if they are to treat patients from such a zone.
