Exodus 18:21-26:
21 Moreover you shall select from all the people able men, such as fear God, men of truth, hating covetousness;
And place such over them to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.
Create courts with judges who will give justice to the people:
Judges are people that listens to the family issues, household matters and challenges which are taking place among their own people,
and via their abilities (of justice) they are able to give positive solutions, wise counsel and advice, which brings harmony, unity and peace to those that came needing their help.
Deuteronomy 25:1:
“If there is a dispute between men, and they come to court, that the judges may judge them, and they justify the righteous and condemn the wicked,
Exodus 18:22:
22 And let them judge the people at all times. Then it will be that every great matter they shall bring to you, but every small matter they themselves shall judge.
Judges selected and chosen to deal with issues that concern their own tribe,
because the prolonging and sustaining of the inheritance of a tribe, household or people, can only be progressive via the just Judges that belong to that tribe.
Deuteronomy 16:18:
“You shall appoint judges and officers in all your gates, which the Lord your God gives you, according to your tribes, and they shall judge the people with just judgment.
Deuteronomy 1:16:
“Then I commanded your judges at that time, saying, ‘Hear the cases between your brethren, and judge righteously between a man and his brother or the stranger who is with him.
Israel deafeted its enemies via the wise counsel of their judges:
Judges 2:16:
Nevertheless, the Lord raised up judges who delivered them out of the hand of those who plundered them.
Judges 2:18:
And when the Lord raised up judges for them,
the Lord was with the judge and delivered them out of the hand of their enemies all the days of the judge;
for the Lord was moved to pity by their groaning because of those who oppressed them and harassed them.
Exodus 18:23-26:
So it will be easier for you, for they will bear the burden with you.
23 If you do this thing, and God so commands you, then you will be able to endure, and all this people will also go to their place in peace.”
24 So Moses heeded the voice of his father-in-law and did all that he had said.
25 And Moses chose able men out of all Israel, and made them heads over the people: rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.
26 So they judged the people at all times; the hard cases they brought to Moses, but they judged every small case themselves.
